Screen Tearing and PC keeps Freezing (1st Build)

So this is my 1st build http://pcpartpicker.com/user/GuestForeverX/saved/2yN8. I was trying out borderlands 1 after completing my build yesterday and I get lines across my screen sometimes. When I recorded with Nvidia ShadowPlay the lines are not there http://youtu.be/en5ePd2hhxE. Update:I think figured out what it is called. I think it is called horizontal tearing.

I am running full settings on borderlands but that shouldn't matter considering I'm running an FX-8320, GTX 660 3GB, and 8GB of 1866mhz ram.

Also my PC has frozen once on the desktop and also once during my first run of borderlands.
Any reason why my RAM speed shows up as 802.7 MHz and 934 MHz MHz instead of 1866.

Any Ideas what is wrong? I'm really hoping I didn't do anything wrong :??: Anything I can do to fix this?

Update:Isn't Freezing anymore, but graphics are still messed up.
Update:I don't see lines on my desktop or other applications. only in borderlands during certain scenes and if I move up and down. However I just tested Left 4 Dead 1 and I changed some of the settings and missing/corrupted textures like this came up.

Your PICTURES indicate a defective graphics card to me.

Contact EVGA technical support immediately about RMA'ing the card and provide the first picture (lower body) if possible.

Other:
You could try it in a different PC but I'm fairly certain it's a defective card.

Your RAM speed is probably only half of what you think they should be, because they are Dual-Channel. That means that when you have some software detect what speed they are running, it shows half of it, witch means your RAM should be doing fine.
As for the freezing of your PC you should check the logbook that is a builtin feature of Win7. Just look up the time of the freeze and it will give you some more info. fx. if it is power related or driver related or something like that.
Regarding the lines on the screen, you should check screen cables and connections, and make sure that the GPU (graphics card) does not exceed meltdown temperatures.
If that is not the issue try uninstalling and reinstalling nvidia drivers.

The first thing to check for freezing or BSOD is memory issues:

1) update BIOS (may have new RAM profile)

2) verify RAM in proper slots for using two sticks (see motherboard manual)

3) set CPU and RAM settings to stock/default in the BIOS

4) run MEMTEST for a full loop (about 30 minutes) www.memtest.org (may need to adjust boot order so DVD or USB is first before main drive; in BIOS)

5) If errors, test each individual stick by itself (see motherboard manual for placing one stick) and RMA/return defective memory.

6) Run Prime95 in Windows for at least 15 minutes (test CPU and RAM) while monitoring the CPU temperature.

Other (not necessarily to solve freezing):
a) Ensure Microsoft Updates all done
b) Ensure you applied MAIN CHIPSET and other applicable motherboard drivers
c) Ensure fan software installed and fan profiles applied for all fans attached to motherboard
d) Update to 8.1 if haven't done so (in Store)
e) get Start8 if that helps you.

I updated my bios to the newest version.
(first time updating a bios was scary even with EUFI and Easy Flash)

Yes the ram fills up the correct slots according to the motherboard manual.

I'm assuming they are set to stock because I have not touched the settings. They are set to [Auto] in the Asus EUFI Bios. http://postimg.org/image/sris8y9t5/ http://postimg.org/image/5rc4wmbzd/

I ran MEMTEST for about 35 minutes no errors no problems

I ran Prime95 Torture Testing for 15 minutes with no errors http://postimg.org/image/qxpowav5f/

I already installed win 8.1 natively when I built my PC. also installed the updates before setting the “Refresh My PC” snapshot/before installing more programs.

Before I got to doing all this today I had my first BSOD. I then got a utility that told me what the error code was. It was DRIVER_POWER_STATE_FAILURE ntoskrnl.exe supposedly ntoskrnl.exe is a core windows system file. I haven't gotten around yet today for a fix for it. Any suggestions if it does come up again?

My pc did run borderlands without crashing so the crashing/freezing seems to be gone at least for now. However the lines/frame lag was still present. I see sort of a line, while in Nvidia Shadow play it look like 1 to 2 frames are missing. so something is wrong there. or could it be because I'm running win8.1 with a game built before even 8 came out.

Lines can infer a fault with the video card, if you had not used the proper cabling, you may have fried a chip on the card which would only be visble during high usage. Consider trying an alternative vide card to confirm.

Sometimes the wrong video drivers can cause the issue, considering that you are using Windows 8.1, you'd need to use a fairly recent video card that would hve the most recent drivers specifc for your OS.

The other thing it might be is a faulty monitor, try a different monitor or your TV.

Lastly, the video car is EVGA, not specifically Nvidia, download the drivers from the EVGA site. Uually they are identical to Nvidia however, some sub-contractors do tweak the clock a little higher than the standards set out by Nvidia which would or might require a dfferent set of driver specifications.

by proper wiring do you mean grounding or PSU? I had my self grounded with an esd wrist strap while installing.
I have a Corsair CX 600 and plugged the cable labeled PCI-E into my card.

I'm gonna try downloading and installing EVGA's drivers
Update: I downloaded EVGA's drivers. While doing so my PC hung near the end of the install for about 15 minutes of which then I reset my PC and re-installed the EVGA's driver with no problem.

if it's the video card. I still have at least 2 more weeks to return it.

Thank you once again for the help. Yeh I ran into graphics problems again. but this time on the desktop. I also figured out why my PC was Freezing and Why it would not restart. It was the Asus AI suite causing the rest of the issues. Thanks for the reply I'll probably send it back since I still have till the end of January to return it.(newegg is being extra nice for the holidays:) )

Sorry, Photonboy, Iunselected your reply as best answer as it did not actually specify the graphics cards as the atual fault however, your last reply about the video card is more to the point to which I've selected. :)

Actually, considering that the video card requires 2 x 6-pin PCI_E connectors, and the PSU is only 600 watts, it might be assumed that the psu is under-powered and that you have not used the proper cabling, perhaps.
http://www.evga.com/articles/00694/#3661 Unfortunately, COrsair are very secretive in revealing the actual cabling arrangement for the PCI-e connectors so I am unsure whether the CX600 PSU actually does have 2 x 6-pin PCI-E connectors, also assuming that the video card is the Ti series. .

The max output or the 12v ral of the CX600 is 480 watts, the video card requires minimum 450 watts, one might assume that would be adequate but I'd bemore inclined not to run a rig too close to the minimum so a 700 watt Seasnic would have been a better choice considering that you may also have additioal fans, devices and other hardware and attachments also relying o the psu for their power resources.

It culd be that you (the OP) have fried your video card by using an under-powered PSU more than the video card being faulty in its own right.

The Video Card I had only had 1 PCI-E connector on it. http://www.evga.com/Products/Product.aspx?pn=03G-P4-2664-KR and the power draw on it is 140W

The CX-600 came with 2 PCI-E connectors. and has a dedicated 12V rail. Shouldn't 600 watts be more than enough for my PC which could run with a 500 PSU? http://www.corsair.com/builder-series-cx600.html I also don't know what you mean by "secretive in revealing the actual cabling arrangement for the PCI-e connectors" The cables are all labeled. PCI-E, CPU, SATA, ect. and The PCI-E connector is a 6+2 so it can fit on an 8pin or 6 pin.

I chose Photonboy's answer as the best solution because it solved multiple problems I had with my PC and eliminated the other components being the problem.

by arrangement do you mean the type of connectors it has? Because right on corsair's product page it says which connectors it has. (on the tech specs tab) http://www.corsair.com/builder-series-cx600.html

hey . its happen to me as well ! (well, first sorry for my bad english) You simply have to get CCcleaner. (Have you heard about that?) or the similar other software. it would fix the registry issue in your pc. Do it like twice or 3 times. and until there is no issue found. you're good! (At least, that was what happen to me, and that was damn frustrating)
