Desktop computer running Toshiba HD

I built myself a nice desktop computer for gaming and ended up running out of money when it came time to get an OS and a SSD.

Specs.
Windows 7 Home premium 64-bit.
Gigabyte GA-970A-UD3
AMD FX 6100
AMD Radeon HD 6800
32 Gig Ram (16 gig usable w/ windows 7 home premium)


I blundered my way up to this point by googling and crossing my fingers that i would find answers. Finally, after about 8 or 9 times of ending up in toms hardware, I figured i would break down and create a profile.
Problems.
The HD I am using is out of a toshiba laptop that I bought back in '10 and is loaded with programs that i either do not need, or can't use.
I have 32 gigs of ram installed, and only 16 gigs usable. windows also uses around 9.75~10 Gigs of ram with minimal programs open.
CPU also tends to stay constantly at 100% and dips down anywhere from 50% to 80% every few seconds.


I understand that this is a lot of issues, and understand if the mods move this to a more suitable forum

I'll start by suggesting you pull 16GB of your ram out of the machine since it isn't helping at all and may very well be hindering here. Leave two modules in the light blue slots.
I'll also suggest going into MSCONFIG and disabling from startup any programs you can't use. After that, delete them (if possible) using program manager and then defrag the hard drive - see where you get then

Have you run any anti-virus software while in safe mode? You might try that also

I Defrag weekly automatically, it scans all four of my hard drives. I deleted the Toshiba applications and ran antivirus in safe mode.
On startup the cpus register at around 20% and spike to ~80%. Ram starts around 2 gb which is normal from what i understand.
Even with minimal programs running (Opera, taskmanager, itunes) Ram and average CPU climbs up to 9 gb and 90% respectively.

Will be shutting down and pulling the ram cards out later today or tomorrow, how would having extra ram be detrimental to the computer? I understand that it doesnt help, but i dont know how that would hurt.

Thanks for your input. I plan on getting an SSD and windows Ultimate on black friday.
