And, yes, it looks best on a high end PC, in at least 1080p, Directx 11 and very high to ultra detail. It is one of the most realistic looking games I have ever played. Compared to the Xbox 360, it looks like a different game. As for gameplay, it is one of the best single-player games I have ever played. I have played through it 3 times already and there is so much to do even after you finish the main missions.
Stuttering and FPS depends on what CPU and GPU you have. If your PC couldn't run Far Cry 2 smoothly, then it is going to struggle even more with Far Cry 3. It is much more demanding.
I should be able to run it I was playing Far Cry 2 on my old PC. This build is pretty new. the games I have that run in DX11 play fine. I don't have anything as demanding as Far Cry 3 though. Maybe Crysis 3. I can max that game 1080p with FXAA and get playable FPS if, I play online though I turn the it down to medium so I can compete. I heard even people with 670's and 680's have trouble cranking Far Cry 3 up with 8xAA on.
Yes, I have 2x GTX 660s and when I only had one, it (FC3) stuttered a bit with maxed out in 1080p AA and everything on and all the way up. It ran great in very high, but ultra required a 2nd 660 to get it to run at decent FPS.
If you haven't bought it yet and you live in the US and are certain you want it, the link I posted in my first post is to a steam download of it. Unless the $14.99 version you mentioned is the deluxe edition, then you should probably get it from Amazon.
