GTX 780 Low Performance

Hey guys i have a issue while gaming I don't know if its the games issue or my GPU. When i play Rome 2 on extreme everything it gets really laggy during game play especially with a lot of units on the field. And i ran the benchmark I get 28 fps. Well here is my specs.

CPU - i5 3570k 3.5GHz
MB - Asus Maximus 5 Extreme
GPU - EvGA GTX 780
Monitor - 27inch 2560x1440 100MHz
RAM - Corsair Dominator Platinum 2133

It takes a lot of raw CPU power, along with good grunt from the GPU to power Rome 2 especially when you're far in. An i7 would show improvement and you also have to remember, you take a decent performance hit gaming at 1440p =). I would turn down AA and other filtering just because I never looked for cool and flashy graphics when playing such games, there is a reason we have Far Cry and Crysis.
