I don't know much about memory but I hear the difference between speeds isn't too big of a deal. Also have heard about higher ram speeds being rather significant in BF4.

Anyway, all these are around the same price at the moment so any help would be appreciated!

2133/9 is best, but for 16GB go with 2x8GB if mobo allows for 8GB sticks, will be less stress on the MC (memory controller) than 4 sticks and will perform better, besides, never want to mix packages of DRAM, always best to get full amount in a single package, that way they are tested to play together and XMP programming is for full number of sticks
Generally, if it's set to run at that voltage in the XMP profile, you are fine. I wouldn't overclock ram to run at that voltage though. Generally Haswell only says it supports ram at 1.5v, but again the XMP profile can run it higher.

I also noticed this is on sale:
