PSU Ticking from cord (even when turned off)

This problem is making me insane! :D

So.. A while ago my psu broke.. it was making a ticking noise, and it was VERY dusty.. I had an electrician to look on it and he said it was overheating that caused the problem.

So i bought a new one. OZC 600W. But it is still making a ticking noise and i dont know why. It's like its comming from the psu cord.. when i pull out the cord the ticking is gone. But sometimes it doesnt tick.. I've tried different places in the house to see if it was the electrics in the house that caused the problem.

Sorry for my bad english, i hope you guys can help me.

That clicking noise is the PSU's voltage regulator repeatedly shutting off the power and turning it back on. That in turns means it is not sure what and when to deliver to the motherboard. Might not be harmful at all, yet again you never know. It is badly engineered electronic design
