How can you tell if a CPU is bottlenecking GPU

Hello , I bought a new GPU 1 month ago and I wan't to know is it being bottlenecked from my CPU , how much and should I buy a new cpu ( and motherboard becouse my socket is an old AM3 )

CPU: AMD X2 II 250 3,0 GHz

GPU: MSI GTX 660 2GB GDDR5

RAM: Transcend 2x2GB 1333MHz

Motherboard: Biostar NF520D3
 
Solution
One solution would be to download msi afterburner and watch the gpu usage graph. It should be near 100% utilization if there is no bottleck. You can also open up task manager to see how much your cpu is being used.

Cpu at 100% while gpu at 60% then you have a major bottleneck. Just mentioned MSI since i've tested with that one while i OC'd my GPU, using EVGA precision atm
