I have a Samsung Series 7 ultra 740U
Processor: intel core i5-3337UU @ 1.8ghz

I opened up cpu-z and discovered it's running at 800mhz.

Tested under load using prime95, switched battery profile to high performance and made sure minimum processor state is 100% on both battery and outlet; also switched to outlet. I went into bios (samsung's bios) and disabled the cpu power saving feature (I forgot what its called exactly).

Attached is a screenshot of cpu-z under prime95 load, with laptop plugged in and running under "high performance" battery profile. Thanks in advance everyone!

Solution
Try pressing Fn+F2 (I don't know exactly what function key it its, but should be one with a fan blade drawing)
I had this issue with a Samsung laptop with an i3 CPU that was always "stuck" at 1 GHz even when encoding x264 video.
Then when I pressed Fn+Fsomething its starts spinning the fan and jump the CPU to 2.4 GHz on all cores!
But every time I restart Windows it went back to that low energy state again.
I guess Samsung think we don't need all the horsepower our CPU has to offer.

Sorry my for my english...

Such a simple fix. Fn+F11 (fan blade) worked. Nothing happened when I hit it (fan didn't start spinning) but cpu-z showed a jump to 1.8ghz. Thanks!!

For me Fn+F11 (fan blade) did change the power plan configuration on the windows, but it didn't help change the speed of the processor. Processor is still stuck at 800mhz.

I am running windows 8 though. Any differences?

This occurrence also happens only after the pc wakes up from hibernation..

Maybe in your case it is a driver issue, try to reinstall all intel drivers for your setup. (chipset, graphics, etc...)
Hope it helps.

I had same problem with cpu stuck at 800Ghz. Solved by watching one video.
Actually i downloaded "ThrottleStop" and just take of mark from "BD PROCHOT" and save.
Hope it will help to someone :)
