Gigabyte 990FXA-UD3 Rev3 & AMD FX9590 Speed problem

I purchased the 990FXA-UD3 Rev3 along with FX9590.
Also install 16gb RAM & R9 290x.
Running Win8.1.

The BIOS, Windows, Dxdiag, CPUz, AMD CCC, etc etc etc all show that the max speed is 4000Mhz.
It's max is 4020Mhz to be more precise.
But shouldnt this card run 4700Mhz and boost to 5000Mhz when neccasary?

I even checked CPUz while running a game.
Still the same.

Does the board even support this CPU?
Or is it maxed to 4000Mhz?

The motherboard needed for the 9590 needs to have mosfets on it that can handle the 220 watt power consumption of the processor. the gigabyte board UD4F OR 5 and above handle it. You have to check these things out before purchase. never trust a salesmen
