Ever since installing windows 8.1, occasionally during starting up windows, any games would have an FPS drop.

Ever since installing windows 8.1, occasionally during starting up windows, any games would have an FPS drop. Frames would be unstable, but once a restart happens its fine, and normally fine no matter how many times a restart happens afterwards. However the problem could persist again tomorrow, or not. Truly it happens when the computer has been off over night.

The issue boggles my mind, since I'm capable of doing great things with my computer, but just randomly it feels to be unstable when playing games. Restart it and presto, runs back at smooth frames and high performance even on the most intensive game.

Some of my hardware are 3-4 years old, that's including only my motherboard(asus crosshair IV formula), ram, and HDD. my CPU(AMD Pheonom ii x4 black edition) is that of 2 years, and my GPU being a 760GTX recently bought a few weeks ago to replace a 470gtx. I am upgrading my CPU, RAM, and Motherboard with a asus maximus Hero and an i7 Intel by tomorrow, perhaps my problem will be fixed with that.

So, out of just pure confusion on what could be the problem, I am asking you guys. What wnould my problem be. Why would I get random unstable FPS once and once a restart happens, its fie?
