XFX Radeon HD7990 problems!

Hello guys!

So I took the plunge and purchased a HD7990, I've always wanted one of these cards mainly for the fact that it's a beast and still performs (theoretically) the best on the planet (690 aside).

The problem I'm having is the mass amount of problems with the latest games. Crysis 3 gives me insane coil whine, CoD Ghosts microstutters constantly, even on the menu. The noise of the card is unbearable at full load as it sounds like a jet moving through my room.

I bought the card after reading these reviews because apparently the beta drivers fix the card on DX11 games but I've not found this to be the case.

Is there any way to fix the insane sound of the card during full load and this microstutter crap?

(Yes I've tried turning on/off frame pacing, temperatures are about 79c during games and 60c just watching hd videos on desktop)

My specs are:

i5 2500k @ 4.5ghz
evga nex650 psu
8gb ddr3 ram

I KNOW my PSU is barely able to power it up (The GPU works for most games, like bf4, wow, etc) but the main issue is coil whine and the 900db sound it makes while in-game. I had the same issue with my last AMD card (HD 7970).

Will RMA it in the morning then, I can put up with a bit of noise but not when my house feels like it has a jet inside it.

My GTX 780 didn't even reach 60c at full load and barely made a sound!
