Installed a new video card, no signal display

Hi,
I bought a Asus HD 5450 Silent video card and plugged it into the PCI x16 slot?(the black one with the flap). My PC does not have a hdmi port to connect to a smart TV, so I bought this video card. When I connected the computer from to the hdmi/vga port to a vga/hdmi tv, it had no signal. I tried to use the onboard vga output, but there was also no signal. I removed video card and connected the onboard vga to the a vga TV, it worked properly. Do you know what the problem is?

Edit: Is it a problem if I have an integrated graphics?

The primary video adapters is already PCI for some reason.

The problem is that I can't even get a display onto the monitor, so I can't even install drivers.

There was still no signal display when I plugged the monitor into the onboard VGA when Bios set to onboard with the video card installed.

This video card doesn't have to be connected to a psu.
I am currently figuring out how to update the bios.
