Is the integrated GPU TDP part of CPU or apart?

For example, the Intel Core i3-4130T. It is 35W TDP, and the integrated GPU is Intel® HD graphics 4400 and is 20 W TDP seen in http://www.techpowerup.com/gpudb/2471/hd-graphics-4400.html. Is the iGPU watts TDP integrated to the CPU (so it means that the iGPU is 20W and CPU is 15W making it 35W) or it is apart? (35W CPU + 20W GPU = 55W TDP total)

It's integrated.

The iGPU's TDP is part of the CPU's total TDP since the graphics core is integrated inside the CPU chip.

When you look at a CPU's TDP rating, it includes the TDP for the iGPU. That link simply shows how much TDP the iGPU contributes to the overall total.
