Sudden FPS drop across all games.

I am at my wits end basically my computer gives me about 15-20fps in games that were giving me 60 fps a week ago

memtest passed
gpu test passed
cpu test passed
Temps within the normal

Spec

Phenom II x4 965 @ 3.4ghz
XFX Ati Radeon HD 5770 1gb VRAM
4gb RAM (2x2gb) 7-7-7-21 1333mhz
xfx 80+ bronze 650w PSU
Asus M4A87TD evo Mobo

This is all very weird, as nothing is over heating or reporting errors after hours of stress testing, but my fps is soooo low.

Yes all my drivers are updated.

I have indeed ran ccleaner and manually cleaned my registry and everything else, like I said, a week ago I was getting 60fps in everything I played, now getting 15-20fps.

I was having the same problem for quite awhile. I ended up saying screw it and running everything on low, but today I fixed it on accident. I was getting an odd "ieutil.exe" error in windows at completely random times and in fixing that I fixed my frame drop problem. In short I did 2 things and I don't know if this will fix for you but it can't hurt to try.

First, I went to to msconfig, startup and unchecked the ieutil.exe( it was actually called something else but really similar you will see it), note the location of the file, for me it was c:\temporary, and delete the contents of the folder.

Second, I ran a malware scanner and cleaned everything else....

This fixed it and it sounded like it couldn't be the proble , but it was. I...

This fixed it and it sounded like it couldn't be the proble , but it was. I had spent forever with driver sweeper installing different CCC versions and drivers and whatnot but turned out it was a shitty malware bug from a torrent the whole time. Hope that helps.

If it doesn't and you haven't already tried, get and install driver sweeper, boot to safe mode delete driver reboot. Then find what the most recent driver your graphics card company suggests and install that, not the latest. I found out that sapphire suggested CCC 13.5 instead of 13.9 and that might also have been what solved my problem. I haven't updated to find out which it was... The driver or the ieutil malware...
