Now here are the questions:

Asrock Motherboard vs ASUS motherboard?

links are here:
ASUS: http://www.newegg.com/Product/Product.aspx?Item=N82E16813131981&nm_mc=AFC-C8Junction&cm_mmc=AFC-C8Junction-_-na-_-na-_-na&cm_sp=&AID=10446076&PID=3938566&SID=
ASROCK: http://www.newegg.com/Product/Product.aspx?Item=N82E16813157369&nm_mc=AFC-C8Junction&cm_mmc=AFC-C8Junction-_-na-_-na-_-na&cm_sp=&AID=10446076&PID=3938566&SID=

The reason I am asking this is because I get a sweet deal on the ASUS motherboard, but I have heard a lot of bad things about them. and I got a personal recomendations from a friend who has the Asrock board.

Is the I5-4670k and the GTX 760 and bottleneck? if so, how can I fix it?

As for the PSU, Is it good quality? There are mixed reviews on it, but it is gold rated, modular, 650w and for ~50 USD.

Do I need an aftermarket cooler for this Haswell CPU? I've heard that they are very power efficiant and that they run a lower temps than the Ivy Bridge. I was origionally considering a Hyper 212 EVO, but With 2x200mm fans, and 2x120mm fans, Will the stock heat sink do the job?

Is there any general advice on my build?

(The answer that is the most detailed will get chosen as the answer)

Solution
Personally, I would go with an ASUS motherboard, considering that a) they sell more motherboards than any other company and b) ASUS motherboards are pretty much always the most reliable out of any other brand in my experience

There shouldn't be any bottleneck with the CPU and GPU, considering that the CPU is basically the second best one you can buy in the socket currently.

For the PSU, I've found that Corsair is basically the best brand to buy from, due to their long and well-upheld warranties, as well as quality customer support and excellent performance, so if you wanted to, you could consider something like this:

I know it's only Bronze rated, but it will still...

On the mobos, I'd go with the Asus, they seem to have the best handle on the Z87 chipset and Haswell, OCs well, handles DRAM well - PSU is fine...if planning to OC at all then yes will want an aftermarket cooler and the Hyper 212 EVO is the best out there for the money - will keep things cool up to about 4.4 when running 24/7 or a little higher if not 24/7 - no bottlenecks, should be good to go ;)

I know it's only Bronze rated, but it will still perform just as well. The only reason you would have to worry about energy ratings is if you're using your computer for really long periods of time, otherwise if you're just a casual gamer, using it for a few hours each day, energy saving won't really matter.

For the CPU cooler, I've heard good things about the Hyper 212 EVO, but personally I would go with something like a Noctua heatsink, although they will be both quieter and more expensive, it really comes down to whether you want a rig that will run really, really quiet or if you aren't bothered about noise. I would suggest getting an aftermarket cooler for the Haswell CPU, as they actually run hotter than Ivy Bridge, not cooler. If you are doing any overclocking then you will definitely need an aftermarket cooler, but I would suggest getting one regardless. The stock heat sink is quite average to be honest.

The only other advice I have is to consider whether you want this rig to run quietly, or if you aren't really concerned about noise.
