I have an Asus Sabertooth 99fx r2 MB, AMD 8350 OC processor, mid tower case, and Radeon 7870 vdeo card. I'm thinking about getting a Noctua NH-D14 for the processor and a ARCTIC Accelero Hybrid - Liquid/Air Combo Extreme Cooling for Hi-Performance. Would this be a good set up?

I cannot say certainly about the Accelero hybrid, but as far as air coolers go, that is one of the best CPU air coolers available for a CPU at the current time. I have a couple of issues with how well the hybrid works, it should be fine as long as the GPU is stock although I would recommend buying an aftermarket GPU and not worry about buying a separate cooler as the aftermarket air coolers made by Asus and Gigabyte for example are exceptional and I would only buy the stock card when attaching a waterblock and watercooling the GPU
 
The Arctic Cooling Accelero Hybrid is generally given positive reviews, with the downside being its installation; a lot of people find it difficult to install. Arctic Cooling makes fairly solid products, and they shine in the GPU Cooling department. Here is a couple reviews:

The Arctic Cooling Twin Turbo II might be good enough in your situation, but, then again, I'm not an expert on GPU overclocking, as well as I don't know how hard you plan on pushing your components.

As for the Noctua NH-D14, that is top-tier air cooling. Excellent performance for supreme silence.

Just make sure you have compatible RAM, and case, for your whole set-up.

My memory isn't a problem, its 8 GB Kingston PC3 10700 (667MHZ) OC. This will be my second xfx 7870, I had to RMA the first one due to the fan dying from overheating within a month. If it had been the HIS version it may not have happened because of the iceQ cooling. I hadn't even OC'd it yet. I figured water cooled might do better in my situation for the gpu. I have 3 fans mounted in my case to direct air flow, two for the cpu not including the heatsink fan. Since the video card is so long and aims down I only have one fan that directs flow out through the front for it, not including it's stock fan. I was thinking with the water cooling it should help direct the flow from the card far more easily. Once I get the temps under control, then I will start over clocking.
