The fan on my new Corsair GS700 PSU is not spinning... Is that a problem?

I've bought a new PSU for my Zotac GTX 770..

The PSU is the Corsair GS700... Well, I observed something, everytime I switch on the system, the CPU starts with a reasonably loud noise from the PSU and the fan starts spinning... But after 2 secs, when the OS starts loading the fan stops spinning...

I've searched about this over the net, and I came to know that the corsair PSU comes with zero rpm mode and its fan spins only when needed.

I've also read some articles about it over tomshardware.com
Almost everybody who purchased this PSU have faced the same problem... But they said the fan of their PSU spins once in every 5 minutes or whenever they use the system to its peak. According to them, the fan spins whenever the temperature inside the cabinet is high...

But the fan in my PSU never spins... I've attached two exhaust fans, another exhaust fan near the hard disk to make sure that the temperature inside the cabinet remains normal all the time.. There are a total of 7 fans in my cabinet. (1 that came with the processor, 2 fans that are present in the GTX 770, 3 Exhaust fans, 1 fan of the PSU) So I guess the temperature should remain normal... So, is that the reason why the PSU fan is not spinning? Or is it a problem that requires attention?

If it doesnt spin at all then there is problem. The purpose of zero rpm is to not run when the psu is not in full load. I suggest something is wrong with the PSU.

That's not any problem, I also have a GS700. It's fan will only start when a lot of heat is generated in the unit and it needs to be exhausted. If you want to test that, I have an extreme challenge for your rig: Go to the Nvidia Control Panel and create a custom resolution - 2920 x 1640. Then, apply the "Gaming" profile on your overclocking software (Zotac Firestorm) and change the power target to maximum (above 100%, to 110%). Then start the latest, heavy graphic game you have (Like Assassin's Creed 4, NFS The Run, Battlefield 4) and apply this resolution and the "Ultra High" preset or the maximum quality preset and play or leave it for 3 Hours or so and keep checking the fan. If you get above 30FPS or you get smooth and fluent gameplay, also create a resolution of 3600 x 2025 and then play the game(s). If the fan still doesn't spin AT ALL and you've checked that the fan is heated up enough and that the fan REALLY didn't spin, it is a problem. This'll take time and for the sake of your PSU.
