It means the the Z87 chipset (the memory controller) "offficially" only supports up to 1600MHz RAM.
Which means, that Intel kinda guarantees that 1600 RAM will work stable. However, you should be good with RAM up to 2666 and even higher.
So, just check the manual for your motherboard. There is usually a really really long list with supported RAM modules in there. Just get one these and you should be fine.
I too would pick 2133MHz RAM. You usually won´t notice that much (if any) difference between 1600 and 2400 except when using benchmarks. BUT I´ve recently read that when playing BF4 you can indeed notice a FPS boost when switching 1333 to 2400 RAM.
Also, I´d probably grab 1.5V RAM. But that might just be me.
