I just grabbed some 2133mhz 1.6V ddr3 memory and pcpartpicker is telling me 1.6v is out of spec for haswell.... how much of a problem will this be?

would it be a bigger hassle to find a not crazy expensive mobo that takes it than to resell and just get a midrange mobo?

Solution
Haswell processors can only take up to 1.5V memory. You will still be able to use it, but the voltage to your RAM will be reduced so it won't perform to it's maximum. However; the difference in performance should be negligible.

Well, I'm not an expert on the matter and you right; I'm not that well read, just offering what I know. It seems you found your answer anyway. Good luck with it.
