Cannot boot from installation CD

Cannot boot from installation CD.

I have just built my first custom build. Everything is working fine and all the components are recognized by the bios and works fine, unfortunately when I come to the part where I need to boot from a bootable OS installation drive (I'm using my old harddrive), it seems that it is simply not detecting the installation CD. I also do not receive any message asking me to press a key to boot from a CD, the only thing I can do is set the CD Drive itself as boot. The CD drive has power, and i can hear the CD spinning.

The drive itself works, as I used it to install my graphics card driver a month ago. I have checked in the bios during the startup to see if the drive was detected, and it was. I also plugged it into the Sata port 0, and my harddrive in port 1; afterwards I set port 0 (CD Drive)as #1 boot priority. I have also tried manually selecting the CD Drive as the boot drive in the F12 boot menu, but here is what happens.

The Windows loading starts, and freezes halfway through, then the computer restarts, and when it boots I check in the repair and it says it's been booted from the ( C: ) Drive instead of my CD-Rom.
I thought it could have simply been the CD itself, but my mother told me she used it not long ago for her laptop and it was fonctionnal.

CPU: AMD FX-8350 vishera 4.0ghz (8 cores)
Motherboard: GIGABYTE GA-990FXA-UD5
RAM: G.Skill Ripjawz X 8GB (2x4)
GPU: XFX Radeon HD 7850 2GB OC'd
OS: Windows 7

Thanks, now when it boots, it's able to boot on the CD and initiate it, should I plug the HDD back in first before doing anything?

Since it is a hdd from a different computer and it seems to be interfering with cd boot your going to have to format it on a different computer or although i do not recommend doing so you can have hdd power plugged in and soon as it starts booting from cd connect the sata port it might work that way but no guarantee that hdd will show up in windows setup but option # 1 isyour best bet as your hdd would be empty and newly formatted. Also another consideration would be to boot from a live linux cd and connect hdd then and format it there.
