First Pc Build gone wrong, please help

First the specs
Asus M5A78L-M/USB3 motherboard
Amd radeon hd 7750gpu
crucial ballistix 4gb sport ddr3-1333(just 1 stick)
logisys power supply 480W

i used an HP a600f desktop for the base build(just an ugrade rather) i used my old HDD originally in this build, same for disk drive.

After installing everything and booting up the system everything ran perfect at first, installed all my drivers and had it all running smoothly, then when playing some league of legends i noticed some slight tearing on the screen, i went through and decided to update and check all my current drivers. after doing so it seemed fixed untill i got a BSOD, after a reboot it only happened again while playing the game.

i was still running the old HDD of 5 years in age and it was nearly full(about 90%) so i decided maybe a reformat and fresh OS install would boost my speeds and performance with all my fancy new parts, after transfering all my pictures and other files i wanted to keep to my laptop i proceeded to do so on the format,

i used a windows 7 ultimate ISO i had( currently installed on this laptop and it works flawless) with a product key i purchased.

install was succesfull but the boot times were horroible, took about 20 minutes to reach the desktop, once i was there i tried to install my wifi cards drivers so i could download updates. BUT everything i did caused stuff to go non responsive, no joke everytime i clicked anything it would go (not responding) every single window and every action i tried to take resulted in this issue, the opperations would hang anywhere from 1-10 minutes before responding again only to do the same thing as i tried to access the next path( for example, when first opening opening control panel, then again just clicking system and security, then again when clicking device manager and so on and so forth)

finally got it connected to the net and then windows update told me it didnt have a file it needed to run, tried a system repair thinking the install of windows missed something, nothing was found, then i got a few more BSOD's. tried another fresh install using a usb stick instead of from a disc to make sure my disc drive wasnt malfunctioning and got the same issues, this all led me to think my 5 year old HD had finally met its end, so i went to frys and purchased an brand new WD blue 320gb HDD, installed it and started from the begining but got ALL of the same issues as i had with the old one, and to top it all off after about 3 bsod since the new hd installed it is making an occasional clicking sound, almost sounds like its writing but stopping then starting again, its only occasionally and its still holding data and passing all system test but i think i will be returning it.

i have tried every possible combination of everything i can think of and im too the point where i just really dont know what to do, i used PCpartpicker.com when picking parts for this new system to make sure they would all be compatable with one another so im not sure what the issue could be, and unless im just supper unlucky and its faulty from the manuf it seems whatever issue im having just ate up this new HDD, i dont wish to eat up anymore in the process while pulling out my hair trying to fix this. i cant even get the pc far enough to transfer my minidump files

memory check had no issues either

im almost about to take it into a repair shop to have it fixed at this point but i really dont want to have to do that for multiple reasons, itll probably be expensive and i need to for my own stubborn pride figure out how to fix this issue myself with your guys help of course so that i know i can handle future builds without being discouraged.

check to see if your running the newest bios file. in the bios make sure your sata ports set to achi mode.
check that the mb set your ram speed and timing up right use cpu-z and read your ram info and the spd info. the spd info is the vendor program speed for your ram.

I would also take a look at your voltage rails. make sure they are within tolerance (5-10%). I've never had good luck with cheap power supply's. Can cause all kinds of weird things too happen especially if the 12v is not holding up. I would use a multimeter to test and not 100% trust the reading in the BIOS.

i will check those things soon as i can, its to the point now where it wont load windows at all and when i try installing it it will get the the "completing installation" part, get to about 75% and freeze, im thinking thats the new HDD failing already so ill probabaly have to return it before i try anything

checked my voltage with a meter and bios and both are within tolerance, i also went into the bios and almost all the settings were on auto(timing speed and voltage over/under ect...) i changed sata from ide to achi mode, and also the ram speed from auto to 1333hz(vendor specs) now trying a clean install with these settings, i believe the iso windows 7 ult i currently am using is an rt7lite version but im going to try and run the one you linked upon finishing the windows install anyways to check for holes, lets just hope i can get that far as i usually cant even connect to the internet via it taking so long to load everything/going unresponsive.

P.S could turning the pc off by pressing and holding the POWER button when it completely locks up cause damage to the hardware? cause i did that like twice before that brand new hdd started making those slight ticking sounds. just wana make sure, cause either i broke it or it was bad from the factory
