If the factory recovery partition isn't intact how can you restore a toshiba M115 to factory settings?

I have a second hand satellite laptop that wont boot past the blue windows XP screen in normal mode but will in safe mode. I don't have an XP instalation disc as the laptop was an OEM product and was preinstalled. However, when pressing '0' and the power button it does not reset! When in safe mode can I see if the recovery partition is still on the laptop. If so how do I do it. If it isn't there what can be done to get it back to factory settings? Any guidance would be very helpful.
 
A factory restore requires either a working recovery partition or a set of factory restore CD/DVD's. If you have neither then you can purchase a set of discs from the manufacturer, assuming of course that the laptop isn't so old that they've purged their stock.
