Battlefield 4 Constant FPS Drops?

I have been having this problem from when I first started playing. I have no idea why this would be happening. I have an i7 3820 CPU @ 3.6 ghz and an AMD Radeon HD 7850. When I play on Ultra graphics, I only see frames from about 40-60. Every 20 or so seconds I dip down below 40 and it's almost like stop and go lag where the game will stop for a split second and then continue. I also have power on high performance but it doesn't seem to do anything.

I put the resolution scale at 85% with everything set to high and I'm now getting 70-100 fps, with some minor fps drops.

No worries alot of people see oh 7850 it wont play max with a couple of tweaks yes it will :)
