Is 700w PSU ok for R9 290?

It shouldn't be a problem, but the other hardware you may be running could cause a power drain. Here is a good PSU calculator that should give you a roundabout answer.

depends on the rest of your system. if you have an 8350 overclocked to 5.0ghz+ and a 7970 overclocked to 1.3ghz+ you will use up about 500w total between just those two alone and can figure about 100w minimum for an ssd + hdd and disc drive, cpu cooler, and two case fans. i know because my friend had the same combo and a decent 650w power supply and was having bsod issues before switching to a 750w power supply and solved his problems. if im not mistaken... the hawaii gpu's can use a bit more power than a 7970. if you have a more efficient intel "k" processor you would probably be ok even with a nice 4.6ghz overclock because they just use much less power than the top amd processors. but worse case scenario... 700w might not be enough.
