i suspect a faulty install of the cooler on the cpu. (not fully pressed on the cpu, or not the correct bracket?). even with no paste at all it should still cool it down and never let it reach these temps.
as Electromechanical Engineer said is hot air getting out of the case? - to check, run it with the side panel open. if the temps go down a lot it's the case airflow at fault.
i mean... i know the stock fans are bad but not this crappy....
what are you using to register the temps? is the cooler actually hot (touch it slightly on a corner while it's running - careful not to get burned).
it's possible also that the hard temp sensor on the cpu is broken, i've seen it happen. it's uncommon but possible...
