Cannot get Sapphire R9 290x 4gb to recognise/install

Hey everyone,

So yesterday I bought a sapphire 290x, got home and promptly installed it and tried to install the v13.10 WHQL drivers. Each time I tried I got through the extraction and then during the install it says "install package failure", under the device manager it has my display drivers set to "Windows basic adapter". Originally i tried to do this off my old copy of windows 8.1, however after going through the all the steps outlined in "How to: Reinstall Video Drivers" about 4 times and always getting the same error i did a fresh install of windows 8.1 only to continue getting the same error, so I am thinking there are other problems afoot.

System Specs
Inter i7 950 LGA 1366 3.06ghz
Gigabyte GA-X58A-UD3R
2x4gb Ripjaw ram
600watt antec PSU
256gb SSD
1tb Hard-disk

So I am asking for your collective help in solving this problem. On the sapphire website it recommends a 750watt PSU which is causing some concern, and i currently have the graphics card connected using a HDMI cable. I am able to enter windows and the card does give a display on my screen, I am just unable to get the drivers to install/recognise it for gaming etc.

P.s. The fans are spinning although from reading around on the net hearing that this card is "loud" i can say this one is quite as a mouse :(

before installing new drivers, are you uninstalling old drivers?

The first time i did not. Then i tried going through each step of the guideline "How to: Reinstall Video Drivers" probably 5 times, then as a last ditch effort i did a full clean reinstall of windows and am still getting the error :(  Would old drivers leak across from "windows old" folders or anything?

Would anyone be able to at least help me rule out the PSU or if the HDMI cable could be the cause? or any help at all...

The PSU and HDMI cable are not the issue.

PSU:
- you aren't even under full load so power draw is minimal. A good 600W should be sufficient as well (750W is a guideline) provided the graphics card has its 6-pin/8-pin power inputs provided.

Windows_OLD:
no. this can't "leak" in any way

HDMI:
No.

Other:
I've heard of previous problems requiring Visual C++ packages or similar but people tell me the latest AMD drivers don't require this. I've also heard mention of requiring DirectX but that doesn't sound right to me.

1) I suppose you could try installing a couple games and try again,
2) as well as making sure you have the latest BETA drivers.
3) update your motherboard BIOS (and reset any BIOS settings as needed including put your CPU/RAM to default for now)

4) Update your motherboard MAIN CHIPSET driver if it's not (motherboard support site).

*Other than that, I suggest contacting AMD directly.
