Suggestions For Upgrading My PC

Hi! I planing to upgrade my desktop computer and I need suggestions. And I am new to this.

(My Specs)
Windows Vista Home Premium (Planning upgrading to Windows 7)
Intel Core 2 Duo (A very old processor)
2GB DDR2 RAM Kingston
No Graphic card (Planing to buy one)
500 HDD
400W Power
LG DVD Read/Write Drive

I want small budget price.
I want to play games like Crysis, Left 4 Dead in low-medium settings and games playable in PS2 emulator.
Using programs for Illustrator.
Multitasking like opening about 6 tabs browsing without lag.Not Planning to overclock.

So should I go for i3 or i5 and which model, which graphic card, ram and other stuff that require?

Alright some good AMD processors:

FX 6300/8320/8350. Motherboards you could look at something like a 990FX board, most are pretty good. Some good 970 boards: M5A97 R2.0, GA-970A-UD3. These tend to be cheaper.

Some good intel processors:

You'll probably only need an i5. The best would be i5 4670k/3570k. You'd be good with a 4570, 4430 or something of the sort. You'd probably want to look at the 4xxx series since that's Haswell and you'll have an upgrade path for the future. I'm not too sure of a good motherboard though, I'm sure others can suggest one.

What is the budget you are looking to spend on all of this. Updating these old computers can easily turn into a complete rebuild. I would almost build from scratch. unless you just want to update your RAM and CPU

What exactly is your CPU. Maybe you don't even need to upgrade it. If you want, you also need to buy a new motherboard. If you don't want to spend too much money, I'd recommend only getting a new GPU something like a GTX 660 and a power supply. Then consider RAM + Motherboard + CPU.

You can keep your hard drive, case, peripherals, DVD reader, and power supply. For the rest, you need to get everything.

Solution
Turbo boost dynamically changes the clock speed depending on the task you are doing, whether it requires more speed or not. Overclocking would allow you to surpass the turbo speed and work at higher clock speeds than the processor could at default. Some processors such as the AMD Black edition ones and the intel K series are specifically designed with multipliers you can change to increase the speed past what it normally is, resulting in better performance at the cost of hgiher temperatures and higher voltages, as well as strain on the motherboard (hence why you need a decent cooler, power supply and a good motherboard with good phase design).

If you're not going to overclock, save some money and get the non-K and a cheaper motherboard. You'd also be good with the stock cooler. Even at stock the i5 4670 is a beast.
 
Personally I'd go with an FX 6300/8320 over an i3. Especially if you're looking at games like battlefield and crysis.

If you are determined to go intel i3, then there's always the 4xxx Haswell series. I'm not too knowledgeable on them though.
