no life at all but flashing led power light

I have a computer that was plugged into a cheap surge protector and a power line went down causing voltage drops. I replaced the power supply the cpu amd memory along with a new board. Nothing changed all it does is the power button led flashes when you hit the power button. It was working great for me untill this all happened. Is there anything that i might of over looked or any ideas to fix it?

The solution was the psu after all. I tried three of the inland 600w psu and they all happened to be defective along with my power supply tester. Went back and got a corsair 600w psu and now it works again finally.
