Should I be able to run BF4 - Multiplayer on these settings?

First off here's my build
CPU: i7 4770k (Stock 3.6Ghz) with Hyper 212 60C fullload.
Motherboard: MSI z87 G41 (not particularly high quality but is decent)
PSU Corsair TX650 650W
Graphics XFX Double D R9 280X (65C~ in game)

Now my problem is, when I play BF4 with almost all ultra settings, there is an occasional dip in frames. From what I see, it goes down to 48 for a split second but during this time, there is a stutter which is what bugs me.

On Ultra I get 60-90~ frames in game. I's just the occasional dip/stutter that occurs.

My config is
Everything set to Ultra,
AA Deferred - Off
Post AA - High
Ambient Occlusion- Off


I have noticed Medium-High settings as well.

With all the bios flashing talk about taking the 290 and flashing it to a 290x, I might return this card and get an R9 290.
Only problem is I used the free promotional BF4 code that came with the 280x.

Not in my opinion but i prefer more fps over graphics quality. If you want to run ultra with less frame drops might wanna think about putting two of these puppies in crossfire. If you want a performance gain in bf4 you might wanna think about getting win 8.1 some ppl are reporting a gain of 30 fps. I made the move to win 8.1 just for this reason. This link below will help also. It will tell you how to disable core parking. Again ppl are reporting gains of 20 to 40 fps in bf4 especially when playing in ultra settings. Try...

By my experience V-Sync frame drops are a lot more noticeable than drops without V-Sync enabled. You might want to try that. Other than that, I'd have to have a look at the BF4 graphics settings to see if there is any other setting that is a resource hog, but my main PC is unavailable to me right now (vacation).

Thanks. I had to know if it was my card that was having a problem, or if I was expecting too much out of it. I probably will try Windows 8 in the future but not for now. I'll most likely get a 290 and flash it if things go well for other users.

Thanks again. I prefer fps over graphics as well. For a long time I was playing on low but I wanted to know if my card could handle what it was built for as well.
