The 650 watt should be enough, also if u don't plan on overclocking then there is really no point of getting a 4670K and a aftermarket cooler

The 750w will be more then enough and all u would lose is just a bit of efficiency, if i was u id take the 750w just because its cheaper as PSU rating isn't all the important to me
