Motherboard automatically puts i7 4770k GHz at 3.85GHz

So after finilizting my upgraded computer, everything works smooth as can possibly be. Overclockign isnt on my radar for a bit, but i got things that allow it. My motherboard is an Asus Maximus VI Hero, and cpu is an intel i7 4770k. I have the cooling for it, but it appears my cpu is stuck on the turbo clock or something. I can't easily manually set it, and currently its suppose to be at "stock". any CPU "Level Ups" goes like 4.2, 4.6 and 4.9GHz..

I aint exactly fond of something working harder than advertised, so I'm a bit paranoid. Currently my CPU idles around an average 34 degrees Celsius.

Should I worry about the small boost of speed, and if so how do I fix it with the motherboard I have.

I have the exact same set-up as ShiroItami and I also get 3.85GHz(Windows 8 task manager). I haven't touch the BIOS. I left everything the way it was. So I'm assuming its default. Is this normal for the Asus Maximus VI Hero and i7 4770k?

I figured it out! Don't know if this will help anyone but my power option in Windows was set to High Performance. Once I switched it back to balanced, task manager and CPU-Z where showing the correct speeds. It seems like the High Performance power option was always keeping the turbo boost on.

I can confirm that the CPU min/max states in power management are what control the speed. If you are on the high performance setting, your default min CPU state would be 100% which is full turbo speed. With min CPU state at 5% such as in the default balanced profile I can see idle speeds under 1 GHz (pretty cool considering the power savings).
