Having Trouble with my new build! Please help.

This is the first time I have ever built my own PC and I have to admit, I had higher expectations of the overall performance when it was finished. I dropped over $1100 in this machine with it being a gaming pc. The FPS on certain games is disappointing. For example: Guild wars 2 on Ultra everything I get about 28-32 FPS. Planetary Annihilation I get 20-25 FPS on high settings.

Here are my specs:
CPU: AMD FX-8350 4ghz
GPU: Diamond Radeon HD 7970
MoBo: ASUS M5A99 R2 Pro
RAM: 8gb 12800mhz

Further information: I have the graphics card OC'ed but not the processor because I do not have the aftermarket heat sink I need. My 3D Mark Score on firestrike is 6974.

I know that my equipment is not the highest tier but I feel like it should be performing better and feel it might be an error of mine. There are no viruses and all drivers are supposedly up to date. Any suggestions or if anyone thinks that I might have an bottleneck please let me know. Thanks

My GPU never gets above 62C my CPU on the other hand is a mystery. What is maximum range and what trusted software would you recommend to monitor this?

I didn't use prime95 to benchmark but I did the high performance graphics test on 3D mark and core temp says my cpu only got up to 44C. I feel like that's not that hot right?

So I did the torture test from prime95 and the cpu would just slowly climb up in temp. Once it hit 48C it would slowly climb 1C every thirty seconds or so, I stopped it once it hit 58C. This is obviously no good but what does it tell me?

Hmmm, I can say with good confidence that the heatsink is installed correctly BUT when I was putting the cooler on for this first time I had trouble getting the latch on correctly on the AM3+ socket and had to take the fan off of the processor several times possibly compromising the paste. Does this sound like it may be the problem? I do have extra paste. I can look up on how to clean it off and put fresh paste on the right way..
