fps locks help!

Hello, first off let me list my computer specs:
GPU:GIGABYTE GTX 660 NON TI 2GB GDDR5

CPU: AMD FX4100 QUAD CORE 3.6GHZ

MOTHERBOARD: ASUS M5A78LM_LX

RAM: 2X4GB KINGSTON RAM

PSU:450W

Now my actual question is, when I am playing games my fps will be fine for the first 20 minutes but then I will get random FPS locks to 30 which then dips to 20, this doesn't last too long but is very annoying. I was wondering if anyone knows why this is doing this? Many thanks. ALSO this happens with and without vsync enabled.

I just thought I would give my IDLE temps aswell:
GPU IDLE=31 DEGREES
CPU=56 DEGREES
Start temp:
GPU=38 degrees
CPU 61 degrees
FPS LOCK:
GPU 46 degrees
CPU 82 degrees

That did work, so is it a power supply issue or cooling issue?

Heres the thing, this is going to sound so retarded but the only cooling I have is the heatsink for my cpu and my gfx card has 2 twin turbo cooler fans.

All right so there is no need for a new power supply or should I get a new one and the fans just to be sure?
