I dropped some milk on my case and it fell on my psu mostly, it went off immediately I did the mistake of turning it on right after. Now the fan spins for half a second and the pc runs for like5 seconds and keeps restarting if I remove the CPU psu pin

Well I would guess you killed at least the PSU if you are lucky that is all that dies. Replace the PSU and see if anything else has been killed.
