Attempting to change RAM frequency in BIOS

I'm a complete novice in terms of working with the BIOS for anything.
I bought the G.SKILL Ripjaws X Series 8GB (2 x 4GB) 240-Pin DDR3 SDRAM DDR3 2133, but it only runs at 1066. How and what do I change to get it running at 2133? The specs say it should be at a CAS Latency of 11-11-11-30-2N and a Voltage of 1.5.
I have the ASRock Extreme 4 motherboard, and the i5 3570K processor.

There's no option to enable XMP, but I can automatically select XMP profile 1. I read that profile 1 is set to 1067. I really do not want to OC my CPU. If there's no other way to change the frequency, I'd rather not go into it then.

I selected 2133 Mhz from 1600 Mhz and it went up from 700 something to 1066 and that's where I am now.
