Those will tell you about as much as a cheap multimeter, PSU "testers" don't actually "test" anything, they merely check the voltages quickly. To properly test a PSU you need loads, a power meter and an oscilloscope.

If you just want to see if it is alive, you can test it about as effectively as those testers by hooking up a fan and jump starting it with a paper clip.

That's all he asked for, to test "AT power supply voltage". A multimeter will also work.

Also, if you're going to tell him to use a paperclip, tell him what pins to short with it. I used to know but have forgotten.
