Does the slowest drive determine the maximum speed of all drives for SATA II?

I'm thinking about buying a SSD for just my OS (Windows 7) to maximize speed of the OS and using my existing SATA hdd drives for storing all my personal data. I seem to recall, back in the caveman days of IDE, that the slowest drive determines your maximum speed. Is that the case with SATA II?

In my particular scenario will my existing Western Digital SATA hdd's affect the speed of a new Samsung 840 Pro 256GB SSD drive?
