do i need a system fan for my new cpu?
my old cpu: amd athlon x2 3800 2,0 ghz
new cpu: amd phenom x4 995 2,6 ghz

What do you mean? A case fan for extra air circulation? Or a CPU fan?
You definitely need a CPU fan. I recommend The Cooler Master Evo 212 If it will fit in your case

I would wait and check the temperatures of your new CPU. I have 4 case fans, Intakes on the front/side and exhausts on the top/back. I control them with a fan controller for noise levels and it makes 10 degrees difference to my CPU.
If your CPU maxes out under load at 55 ish Celsius I wouldn't worry too much about a case fan.
