Recovering Data from hard drive.

Hi,

My current windows begins to startup repair itself whenever it opens and stays in the perpetual cycle. I left it on overnight and nothing changed.

Safe mode does not load as it just gets stuck at the loading screen.

If I transfer the hard drive to my second computer, can I boot with my normal hard drive then access files on this broken one?

yes as long as the drive isnt the one having the problem; though you may need to go into disk management (run diskmgmt.msc) to give the drive a drive letter

And you will likely need to take ownership of the folders/files in question.
