Can't connect to internet, but LAN is fine

My internet went out a few days ago. I was just talking on Skype when a "!" popped up over the signal bars saying there was no internet/limited connectivity. I had tried restarting my laptop, the router, and have tested this with my laptop, Xbox, and phone. I can sometimes keep disconnecting and reconnecting to use the internet for an undetermined amount of time. I noticed that no packets are being received except the few times I can connect which shows the packets as something like "4,134,234". The sent packets are normal but go up slowly.
When it is screwing up it won't even let me remotely connect to the router. I had also tried ipconfig/all, ipconfig/release, and ipconfig/renew. Also, after a while of connecting and disconnecting to use the internet it will eventually stop letting me and start popping up a warning saying "Limited Connectivity". I was the only one home when this started so I don't know what caused it and I have no clue how to fix this.

Last time I tried to do ipconfig/renew it said something about not being able to perform the function because the media is disconnected. Under ipconfig/all it says the DHCP server is enabled.
 
Solution
without having acces to the modem for testing it is hard to solve it maybe you will have to talk to the poeple who rent this room and provide the service if they could at least try the reset on the modem or switch to another channel .

My ISP is Claro, but I think the parent company is Telmex. I'm in South America by the way. How would I do you suggestion? Would I call them an ask them to override it or restart the server on their end?

It depends on your providers equipment, if you have a modem (assuming this is DSL) connect the Ethernet cable that normally goes from there to the modem and connect it directly to your laptops Ethernet port. It is entirely possible that your router or the modem from your ISP is faulty

I rent out some room in a house so I'm not too sure on the setup. They had told me that they switched over to a this company about a month ago and now it is all wireless. They didn't actually want to reset the modem because apparently the cable and phone go out too. That sounds kinda strange to me because I never had that kind of setup, but then again I don't know much about technical computer stuff (hence why I'm here). The modem seems to be Arris WTM652. It says "Internet Status: Connected" and the DHCP server is still enabled. I don't think this would be any error on my end because I was only using Skype at the time, and it can't be just the laptop because the same problem is happening with my phone and Xbox.

What do you mean? I can connect sometimes if I connect and disconnect a few times. Also it says that the DHCP server is enabled and the internet is connected. Wouldn't the DHCP be disabled if I had no service from them? Also, the cable and phone are working perfectly fine.

What do you recommend I do? Now it has gotten worse and they don't care enough to help me. They won't give me the account number so I can call and refuse to let me hard reset the router. They keep saying that it is just the signal, but I have signal perfectly fine. I can't really call the company unless I get the account so apart from that what can I do?
