Should l delete all 4 partitions in my hard drive including Recovery & Tools partitions during Win 7 Pro clean reinstall. The laptop came with Win 7 disks (32bit & 64bit) and Application and Driver Recovery DVD.

You only need to delete or re-format the existing Windows installation partition for a clean install.
Whether or not you modify or delete any other partitions is entirely your decision.

If the discs work ok, go for it. Get rid of whatever you want to.
