Are you able to install a different one instead of the onboard video chipset?

I was looking at buying the Asus M5A78L-M LX3 Desktop Motherboard - AMD 760G Chipset - Socket AM3+ and it said it had the Onboard Video Chipset: ATI Radeon HD 3000; and I was wondering if it was possible to change the Graphics card to something better and if so, which one is a good graphics card (Preferably around 2gb)

Well, I'm not a gamer, so I can't say, "X" graphics card will give you "Y" FPS, in game "Z". I can say your on-board graphics probably won't give you that kind of performance. So, again, it comes down to what you want to spend and also what power supply you currently have installed.

All (normal) motherboards with on-board graphic chip sets also allow for adding a discrete graphics card. This assumes the motherboard has a PCI-E expansion slot for a graphics card. The question isn't whether or not you can (since that motherboard does have a PCI-Ex16 slot, you can), but how much you want to spend and what you intend to do with a better graphics card.

While you can probably install a modest graphics card without too much issue, the more powerful the card, the more power it requires from the power supply. Too much of a graphics card may also require a better power supply.

I was probably just going to play some games while running some other programs along with it such as skype and chrome and a few other light programs. I would mostly play Minecraft with it and I would like about 150-200 fps on norm settings do you think the one the motherboard comes with would fit that? (I have a 8 core 3.5 ghz 4.0 turbo processor with 16gb memory with it)
