Solution

If you no longer have a Recovery Partition, use another PC using the same Architecture (32 or 64 bit) to download Windows 8 from this Link

http://go.microsoft.com/fwlink/p/?linkid=271128

You will require your Product Key to continue.

You can create a DVD or USB bootable Drive.

Then update your Drivers from your Manufacturer's website.

Actually what he means is, he didn't follow the INSTRUCTIONS when first turning on the PC and burn the backup DVDs (which are not included) and wiped the HDD, and now is stuck.

Your ONLY solution (and yes you need to pay) is to call the computer maker (HP, Dell, etc.) or go to the maker's support website and ORDER replacement DVDs from them.
