Is HD 7870 or GTX 650-E compatible with Dell XPS 8700?

I am buying an XPS 8700, core i5, 8Gb, 1TB. Upgrading the card from Nvidia GT635 to Radeon HD 7870.

Why this card? I read on tom's forum that it is a very efficient card, with limited heat and power consumption. I saw a deal for $130.

1- Is this card compatible with Dell XPS 8700? (I would like to avoid upgrading the current power supply: 460W, yet play games at 1080p, preferably high settings or better).

2- Would you know of any better/more efficient card? I also read about Asus GTX 650-E

This will be used for games like Crysis 3, BF4, Bioshock Infinite...

I know a GTX 760 could fit. The length of the card should be ok at 9.5 inch, but the 460w PSU is a concern... Dell support told me that it was ok, but I don't think so... or may be she meant the compatibility...

What card would be the best with the original 460W PSU?

Also to look at the issue another way, (if no good card is available for that 460w PSU), what PSU would you recommend me to get with HD 7870?
