Overclocking amd-8320 with asus m5a97?

Hey guys, so im thinking of building my first pc and here are my specs for now.

Anyways, im not really into overclocking, but i would like to learn atleast. I wanna know if it would be safe to overclock my cpu and gpu with this motherboard. Im not planning on doing anything crazy, but first, is it possible? and to what degree?
also is it worth it? if not should i just lose the cooler and get something like a better gpu instead?

edit: forgot to mention, but if you recomend me a build, please stay near the $700 range, thats really at my max

The M5A97 LE 2.0 lacks heatsinks on its voltage regulator module, otherwise, it's a decent board. The M5A97 2.0 (non-LE) does have heatsinks, so would be a safer choice for overclocking, out of the box, but also costs $30 more. :\

If you can direct a fan, or purchase some of those aftermarket heatsinks for the former's VRM, you'd probably be good to go.
