I want to upgrade my graphics card on my PC, but I don't know if the AMD Radeon HD 7790 is suitable for my PC. My PC specs are:

Acer Aspire M3970
Intel Core i7 2600 @ 3.40GHz
8GB RAM
NVIDIA GeForce 405

Is this your machine at http://www.digitaltrends.com/desktop-computer-reviews/acer-aspire-m3970-review/
If yes then the CPU is an Core i5-2320 and GPU Radeon HD 6450 not the one you stated, anyway the motherboard supports PCI-E you can upgrade the graphics card.
Regarding the HD7790 depends on the PSU of the machine. HD7790 requires a 500W PSU with one 6-pin PCI-E power connector. If your PSU meets the requirement you are good to go!

I think this is my PSU: 300 W (Non-PFC), 300 W (active PFC, 80 PLUS®-certified, more than 82% efficiency)

300W is not safe to recommend for the card you mentioned. The new GPU may or may not work. Its a risk I would say............
