It is impossible to improve your system unless we know the applications used. As you mention the VAT situation "because of my company" I assume this system is for some kind of work. The list is however orientated towards gaming.

If the system is for gaming > then it seems good value. My only suggestions would be to consider using a Haswell LGA 1150 instead of the obsolete LGA 1155 as you may wish to someday have a faster CPU or go to an i7. Liquid CPU cooling is not necessary unless you are overclocking. Also, the 2133 RAM may or may not be a noticeable improvement, plus I believe (Not sure) but the ASRock "Extreme" series motherboards offer a way to overclock the RAM- timings and V. If you can overclock...

I would get a cheaper case (Corsair 300R maybe), air CPU cooler (smth like Thermalright TS-140), dont get a optical drive, and for saved money you can get a R9 280X or GTX 770 instead of R9 270X.

If you can overclock the RAM, you can try it and there is no cost. If it helps, fine, if it is not noticeable then you can return to the lower voltage and more stable timings.

If the system is for work > The performance would be acceptable for most ordinary business functions, but keep in mind that the i5 is not hyperthreading, the "K" in 3570K refers to overclocking and LGA1155 is the obsolete model- a 4 series LGA1150 (Haswell) will be more forward looking and an i7 preferable- and which doesn't need to be a K version. I think in the next two-three years, the number of multi-core applications will increase substantially, so more cores at highe speeds will have an advantage. Again, I would say that 2133 speed RAM is unnecessary, instead use 1600 speed and have 16Gb. Also, as for cooling most computer cases are supplied with sufficient fans and liquid CPU cooling is not necessary.
