My motherboard will not let me overclock

I have an i5 3570k and an asrock pro4-m h77 motherboard. When i go into bas i can change voltage perfectly fine, i can change pretty much everything perfectly fine except when i try to change the core multiplier to say 40, it reverts it to 38, everytime i try to put something above 38 into the multiplier it just reverts it. Please help because im thinking about buying a watercooler tomorrow but whats the use when i cant overclock.

Ill take the LK, that leaves me with another 120$ i can spend on whatever i want for my computer, I might be able to still afford water cooling or something like that after.
