Wanting to play games like Rome 2, BF4, Planetside 2, Watch dogs at medium to ultra settings (if possible)

ALREADY HAVE THESE PARTS
CPU: Intel Core Duo E6850
GPU: GTX 560 ti
Memory: 4GB
Motherboard: STRIKER II FORMULA

Solution

Here's what I think you should get: (I only picked 4GB ram since you can always upgrade later and most games don't use more than 4gb. Is your ram DDR2 or DDR3?) You don't need a $100 dollar motherboard imo.

I'd upgrade your CPU and Motherboard. And ram seeing as nothing current runs on DDR2. An 8GB ram kit should be ~$75, buy a basic $100 motherboard, and you are looking at around $125 for the CPU. I think this puts you at the 6300 from AMD. Not great, but a solid center to upgrading later.

No, but others probably will. Or link something and I can suggest others. I usually ask people to do the leg work. No offense, but I have other/better things to do with my time. And it helps you learn. (For example its bed time for me right now, and I'd like to get sleep.)

DDR2 and with the motherboard will I be able to upgrade my gpu and cpu to a 600 or 700 series or a i7. Also will the 560 ti bottleneck the i5.

I think 4GB is ample for now. That build is perfect for high-ultra settings. Your gpu is fine.

One more question. I have a Cooler Master Elite 311 (Silver) ATX Mid Tower Case http://pcpartpicker.com/part/cooler-master-case-rc311bswn1 will the motherboard fit in? (not good when it comes to motherboards)

I'm not sure about that board. He has you buying the 4670K which is a great CPU, but an H81 board. In history past the Hx1 boards don't support OCing. If you are buying a K series chip that supports OCing then you should get a board that will allow that.
