Recent build not fully booting

A recent build is not fully booting and I've exhausted my limited knowledge at this point. Right now I have a FX-6350 processor, Xigamtek Gaia cooler, 2x4 sticks of PNY gaming RAM, a Rosewill HIVE 650 watt modular power supply, and EVGA 650Ti BOOST GPU plugged into a MSI 970A-G43 MoBo.
I have had the motherboard and GPU both RMA'd and gotten the same problem after I received them back from the manufacturer. I have also tested the system using a different power supply and processor and still had the same problem.
The POST codes I get with the CPU and cooler, and power supply ONLY plugged in are 3 long beeps. When I add RAM, one at first then both, I get one long beep and two short beeps. When I add the graphics card I get no beeps. The research I did seemed to indicate that these beep codes are correct for the motherboard.
The problem is when I plug in any video cables from the graphics card to a monitor I get this screen. http://imgur.com/ATXJNNx
In the image I have my keyboard and two devices attached, the screen is the same except for the connect devices any time I've tried booting it.
I've tried two HDMI cables, a VGA cable, a TV with HDMI in, and a monitor with the VGA in. At this point I can't really do anything, sometimes I can try and enter setup but only after I clear CMOS or hit DEL while booting up. I am using a USB keyboard, but the same thing happens with a PS/2 keyboard.
Is this a screen I should be seeing? Why can't I get past this screen? Should I take it into a professional?

P.S. The other devices that will be attaches are a Blu-Ray drive, SSD, and HDD. At time the are not attached to the main board or power supply.

Yes and no, I'm not running Windows but I have tried with my Ubuntu disk as well as a boot stick flash drive. Neither have any effect.
